Take a bowl and add half a cup of water to it.
Then add the apple cider vinegar. The vinegar quantity should be half the quantity of water.

If you are washing your hair more than it needs, your glands will feel dryness in the scalp and hence will produce more oil to stable it. The more you wash, the more oily hair you will get.
You should wash your hair at most 2-3 times a week. Some people on feeling too much oily hair, keep them washing regularly because they think it will minimize this problem. Just know that this will even increase this problem. Here are a few tips you can follow to minimize this problem.

Then add half a tsp of glycerin to it.

Apply this pack to your head and leave it on for 2 hours.
After that wash up your hair with normal water.
